Long before job portals like Naukri and LinkedIn existed, the Employment Exchange (also called Rojgar Karyalaya) was the place jobseekers in India registered to be notified of vacancies. The system still exists, runs through every state, and remains a legal requirement for many government job applications and skill scheme enrolments. Registration is free and most states now let you do it entirely online.

  • Several government job recruitments and skill schemes require an Employment Exchange registration number as a prerequisite.
  • Registered candidates get notified directly when vacancies matching their qualification open in their district.
  • Some state-level reservation or priority schemes for unemployed youth check your Employment Exchange registration status.
  • It gives an official record of being an active jobseeker, which some scholarship and loan schemes for unemployed youth also reference.

Who Can Register?

Any Indian citizen who is unemployed and looking for work, regardless of educational qualification, can register. There is no age limit on most state portals, though some specific schemes linked to the registration may have their own age criteria.

Documents Required

  • Aadhaar card.
  • Educational qualification certificates (mark sheets from the highest level completed).
  • Residence proof of your state (domicile certificate, voter ID, or ration card).
  • Passport-size photograph.
  • Caste certificate, if applicable, for reserved category benefits.
  • Disability certificate, if applicable, for PwD category.

How to Register Online (State-wise Process)

Each state runs its own employment exchange portal. The general process is similar everywhere:

  1. Search for your state’s Employment Exchange or “Rojgar” portal. Common examples: sewayojan.up.gov.in (Uttar Pradesh), employment.maharashtra.gov.in (Maharashtra), exchange.kar.nic.in (Karnataka), wbemployment.gov.in (West Bengal), rojgar.rajasthan.gov.in (Rajasthan).
  2. Click “New Registration” or “Job Seeker Registration”.
  3. Enter your Aadhaar number, mobile number, and email ID. Verify with OTP.
  4. Fill in your personal details: name, date of birth, gender, category, address, and contact details.
  5. Enter your educational qualifications, starting from the highest degree or diploma you hold.
  6. Add your skills and work experience if any, even part-time or freelance work.
  7. Select your preferred job sectors and locations.
  8. Upload required documents.
  9. Submit the form. You receive a unique Registration Number, often called the Exchange Registration Number or Seva Yojan ID.

Save this registration number. You will need it to renew your registration and to reference it when applying for certain government schemes.

What Happens After Registration?

  • You receive SMS or email notifications when vacancies matching your profile are posted in your district or state.
  • You can log in anytime to browse current vacancies posted by government departments and registered private employers.
  • Some states organise job fairs (Rojgar Mela) and notify registered candidates about upcoming events.
  • Your profile becomes searchable to government departments and PSUs looking to fill positions through the exchange.

Renewal Requirement

Most state employment exchange registrations are valid for 1 to 3 years and need periodic renewal to stay active. If you do not renew, your registration becomes inactive and you stop receiving job alerts. Check your state portal for the exact renewal cycle, usually shown on your registration certificate or login dashboard.

Employment Exchange vs National Career Service (NCS)

Alongside the state employment exchanges, the central government runs the National Career Service portal at ncs.gov.in. This is a separate, parallel system that aggregates job listings from across India, including government, PSU, and private sector vacancies. Registering on NCS is recommended in addition to your state exchange, as it covers a much wider range of openings including private companies and apprenticeships.

NCS registration follows a similar process: Aadhaar verification, personal and educational details, and a generated NCS Registration ID.

For most central government recruitment through UPSC, SSC, and railway recruitment boards, Employment Exchange registration is not mandatory.
