2. What Is the Haryana Happy Card?

The Haryana Happy Card is a physical smart card issued to eligible low-income families in Haryana. It is linked to the family’s Parivar Pehchan Patra (PPP) and integrated with Haryana Roadways’ e-ticketing system. When a cardholder boards a Haryana Roadways bus, the conductor scans the card and the kilometres are automatically deducted from the 1,000 km annual free travel limit — no cash required for eligible travel.

Chief Minister Manohar Lal Khattar formally inaugurated the scheme at Panchkula by handing over cards to members of an Antyodaya family. CM Nayab Singh Saini later continued distribution at Karnal in June 2024.

5. Eligibility Criteria

To be eligible for the Haryana Happy Card, all of the following conditions must be met:

  • Permanent resident of Haryana — a valid Haryana domicile is mandatory.
  • Annual family income below ₹1 lakh — verified through the PPP database or an income certificate from a competent authority.
  • Antyodaya / BPL category — family must be registered under Antyodaya or Below Poverty Line as per government records.
  • Valid Parivar Pehchan Patra (PPP / Family ID) — PPP number is required to start the online application; income must be updated and verified in PPP.
  • No duplicate cards — each individual can hold only one card; PPP linkage automatically prevents duplication.

Note: If your family’s income is above ₹1 lakh in the PPP but you are actually BPL, first get the income corrected at the PPP portal (meraparivar.haryana.gov.in) before applying.


6. Documents Required

  • Parivar Pehchan Patra (PPP) / Family ID — primary identity document; PPP number mandatory for online application
  • Aadhaar Card of the applicant (required at card collection at the depot)
  • Income Certificate from a competent authority OR verified PPP income data showing below ₹1 lakh
  • BPL / Antyodaya Certificate or ration card confirming poverty category
  • Domicile / Residence Proof (voter ID, ration card, electricity bill, etc.) — if requested
  • Passport-size photographs as specified in the application form
  • Registered mobile number (linked to PPP or Aadhaar) for OTP verification
  • Bank account details / passbook copy — if required for subsidy routing
  • Caste Certificate (SC/ST/OBC) — if applicable
  • Disability Certificate — if applicable; may support priority processing

Tip: Carry both originals and self-attested photocopies of all documents when visiting a depot or district office. Originals will be checked and returned.


7. How to Apply Online – Step by Step

  1. Visit the official portal: ebooking.hrtransport.gov.in
  2. Click on “Apply Happy Card” under the CARDS section.
  3. Enter your PPP (Family ID) number and the captcha code.
  4. Click “Send OTP” — an OTP will be sent to your PPP-registered mobile number. Enter it to verify.
  5. Select the family member for whom you want to apply from the list shown.
  6. Fill in the required details — Aadhaar number, mobile number, and any other fields in the form.
  7. Upload scanned copies of required documents (income certificate, photographs, etc.).
  8. Select your preferred Haryana Roadways depot for card collection.
  9. Pay the ₹50 non-refundable processing fee via UPI, debit/credit card, or net banking. Save your payment receipt.
  10. Click “Submit” and save the Reference Number generated — you will need it for status checks and card collection.

8. How to Apply Offline

  1. Visit your nearest District Transport Office, RTA counter, or Haryana Roadways bus depot. Periodic distribution camps are also held at the sub-divisional level.
  2. Request the HAPPY Card application form. Staff can assist in filling it out if needed.
  3. Submit original documents for verification along with self-attested photocopies.
  4. Pay the ₹50 processing fee at the counter and collect the receipt.
  5. Receive an acknowledgement slip with your reference number and wait for an SMS about card readiness.

9. Card Collection & Activation

Step 1 – Wait for SMS

An SMS will be sent to your registered mobile number when your card is ready at your selected depot.

Step 2 – Visit the Depot

Go to the specific Haryana Roadways bus depot you chose during the application. Carry the following:

  • Your Reference Number from the application
  • Original Aadhaar Card for identity verification

Step 3 – Activate with OTP / PIN

You will receive an OTP at the depot. Use it to reset your card PIN on the portal or the depot terminal. This activates the card and unlocks your free travel benefit. Keep the PIN confidential.

Important: Always carry the physical card while travelling. A digital photo or screenshot of the card is NOT accepted by bus conductors.


10. How to Check Happy Card Status

  1. Visit ebooking.hrtransport.gov.in
  2. Log in with your registered email/phone and password, or use PPP ID + OTP login.
  3. Click on “Status” in the dashboard to view your application status, card issuance details, and remaining km balance.

11. Renewal Process

The Happy Card gives 1,000 km of free travel per annual cycle. Once the limit is used or the cycle ends, you must renew the card.

How to Renew Online

  1. Log in to ebooking.hrtransport.gov.in using your credentials or PPP ID + OTP.
  2. Under the CARDS section, click the Happy Card Renewal option.
  3. Verify that your PPP income and family details still meet the eligibility criteria (below ₹1 lakh annual income).
  4. Follow the prompts to complete renewal for the next annual cycle.

Warning: If your family income has increased above ₹1 lakh, you will not be eligible for renewal. Providing false income information may result in card cancellation and legal action.

Q. Can all family members share one Happy Card?

No. Cards are issued individually to each eligible family member. Each person gets their own card with 1,000 km per year.

Q. Is the ₹50 fee refunded if the application is rejected?

No. The ₹50 processing fee is non-refundable in all cases. Verify eligibility before paying.

Q. Can I use the Happy Card on private or inter-state buses?

No. The card is valid only on Haryana Roadways government-operated buses (standard and Uday/CNG). It does not work on private contractors’ buses or other state transport undertakings like DTC or PRTC.

Q. What happens after I use up the 1,000 km?

The free travel benefit is paused until renewal. You will need to pay regular fares or renew the card for the next annual cycle.

Q. I applied, but haven’t received my card. What should I do?

Check the status online using your reference number. If the status shows approved but no SMS has arrived, visit the depot you selected with your Aadhaar and reference number to enquire in person.

Q. My PPP shows income above ₹1 lakh, but I am a BPL family. What to do?

Get your income corrected at the PPP portal (meraparivar.haryana.gov.in) through a CSC centre or district family ID office. Apply for the Happy Card only after the correction is verified.

Q. Can I change the depot after applying?

Depot change may be possible before the card is printed — check the portal after login. Once the card is printed, visit the original depot for collection.

Q. Is a photo/screenshot of the Happy Card accepted on buses?

No. The physical smart card must be carried at all times while travelling. Digital photos are explicitly not accepted.

Q. What if my Happy Card is lost or damaged?

Visit the nearest Haryana Roadways depot or District Transport Office for re-issuance. Carry your Aadhaar, PPP ID, and original reference number. A nominal replacement fee may apply.
