Odisha launched a WhatsApp-based government service platform called Ama Sathi. Through a single WhatsApp number, residents can apply for over 120 government services, things like caste certificates, income certificates, ration card updates, pension applications, and land record queries, without visiting any office.
This is genuinely useful. Odisha’s e-governance has been ahead of most states for years, but most people still did not know how to use the online portals. WhatsApp is different. Almost everyone in Odisha already uses it. Ama Sathi meets people where they already are.
What Services Can You Access?
The platform covers services from multiple departments. The most used ones:
Revenue and Disaster Management: Caste certificate, income certificate, residence certificate, land record copies (ROR/patta).
Food Security: Ration card status check, new ration card application, name addition or removal.
Social Security: OAP (Old Age Pension) application, widow pension, disability pension status.
Health: Biju Swasthya Kalyan Yojana (BSKY) card status, hospital empanelment search.
Education: Scholarship status, school certificate verification.
Agriculture: PM-KISAN status, soil health card queries, Kisan helpline.
The full list of 120+ services is available on the Ama Sathi portal, but the ones above cover what most residents actually need day to day.
How to Use Ama Sathi

That is the official Ama Sathi WhatsApp number.
Send “Hi” or “Hello” to start. The chatbot responds in Odia and English. You will see a menu of service categories. Select the one you need. The bot then asks for your details, usually your Aadhaar number or application number, and either gives you the information directly or guides you through the application steps.
For services that require document upload (like a new certificate application), the bot will ask you to send photos of your documents. Take clear, well-lit photos of the originals, not photocopies of photocopies. Blurry uploads cause the most delays.
After you submit an application through Ama Sathi, you get an acknowledgment number on WhatsApp. Save it. You use this number to track the status later.
Is It Safe to Share Aadhaar on WhatsApp?
This is the question most people have, and it is a fair one.
The official Ama Sathi number is operated by the Odisha government through a verified WhatsApp Business account. The blue tick on the contact confirms it is official. The government uses end-to-end encryption as provided by WhatsApp and stores data in compliance with the IT Act.
That said, use standard caution. Only send your Aadhaar and documents to the verified number. Do not respond to any other number claiming to be Ama Sathi or offering to help with your application for a fee. There are scammers running fake helplines in every state: Odisha is no different.
If you are not comfortable sharing your full Aadhaar, the Masked Aadhaar (which hides the first 8 digits) is accepted for most services.
What If the Chatbot Does Not Understand Your Query?
The bot handles structured queries well but sometimes struggles with free-text questions or specific edge cases.
If the chatbot cannot resolve your issue, it gives you the option to connect with a human agent. This is available during government working hours (10 AM to 5 PM Monday to Saturday, excluding holidays). The agent joins the same WhatsApp chat, so you do not have to repeat your details.
For complex issues, like a land record dispute or a pension that has been suspended without explanation, the WhatsApp route will get you to the right office faster than walking in cold, but you will still need to visit in person at some point. Ama Sathi is better for straightforward applications and status checks than for grievances.
Processing Time for Applications Filed via Ama Sathi
The timelines are the same as applications filed physically or through the e-District portal. Caste and income certificates usually take 7 to 15 working days after field verification. Ration card changes take 15 to 30 days. Pension applications can take longer, up to 60 days for new applicants, because they require verification from the village-level worker.
The advantage of Ama Sathi is not speed, it is convenience. You apply without travel, track without phone calls, and get your acknowledgment number instantly.
Which Districts Is This Available In?
Ama Sathi is available across all districts of Odisha. The service depth varies slightly, some rural areas have fewer services active because the backend integration with district-level offices is still in progress. Urban areas and district headquarters generally have full access to all 120+ services.
If a service is not yet available in your area, the chatbot tells you and provides an alternative (usually the e-District portal link or the district office address).
Ama Sathi for Non-Odia Speakers
The platform supports both Odia and English. When you first message, the bot asks your language preference. If you choose English, all subsequent messages from the bot are in English. Documents can be uploaded in either language as long as they are government-issued.
Hindi is not currently a supported language in the main chatbot flow, though human agents may respond in Hindi if you write to them in it.
Comparing Ama Sathi to the e-District Portal
Odisha already had edistrict.odisha.gov.in for online certificate applications. Ama Sathi is not a replacement for it, both are active. The difference is interface. e-District requires you to navigate a website, create an account, log in, and upload documents through a form. Ama Sathi does all of this through a conversation on WhatsApp.
For people who find websites confusing or who use a phone with a small screen, WhatsApp is significantly easier. For people who already know e-District, there is no reason to switch, both end up in the same backend system.
