For decades, millions of people living in rural India owned houses they had built and lived in for generations but had no legal document to prove ownership. The land under the house was never formally mapped or registered in their name. Svamitva changes this.
Launched on National Panchayati Raj Day in April 2020, Svamitva (Survey of Villages and Mapping with Improvised Technology in Village Areas) uses drones to survey the inhabited land in every village and issue a legal Property Card to each household. By June 2026, over 2.5 crore property cards have been distributed across 14 states.
How the Svamitva Survey Works
- The Survey of India teams arrive in a village with drones.
- Drones fly over the abadi (inhabited) area and capture high-resolution images of every house and boundary wall.
- The drone data is processed into detailed maps showing individual plots, their dimensions, and boundaries.
- Local revenue officials and Gram Sabha members conduct a ground verification by walking the boundaries with villagers.
- Once boundaries are finalised and any disputes resolved, the state government issues a Property Card (called Adhikar Patra in Hindi) to each homeowner.
The entire process is transparent. Villagers can object to boundaries during the verification stage before the map is finalised.
What the Property Card Gives You
- Legal ownership proof: The Property Card is a government-issued document that establishes your right over the house plot. This is the first time many rural households have formal ownership documentation.
- Bank loan eligibility: Banks accept the Property Card as collateral for loans. Homeowners who previously had no security to offer banks can now access institutional credit for home improvement, business, or emergencies.
- Dispute resolution: Boundary disputes become easier to resolve with official drone-mapped records rather than contested oral claims.
- Property mutation and registration: The card simplifies inheritance and sale of the property since the boundaries and ownership are officially on record.
- Government scheme eligibility: Property documentation strengthens applications for PMAY, MGNREGA convergence for house construction, and other housing schemes.
How to Download Your Svamitva Property Card
Once your village survey is complete and cards are issued, you can access your card through two methods.
Method 1: SMS Link
The government sends an SMS to the mobile number registered at the Gram Panchayat with a link to download your Property Card as a PDF. Tap the link and save the card. This is the primary delivery method.
Method 2: State Revenue Portal
- Visit your state’s revenue or e-Dhara portal. Each state hosts Svamitva data on its own portal.
- Search for Svamitva or Property Card under the land records section.
- Enter your village name, Gram Panchayat, and personal details.
- Download and save the card as a PDF.
Method 3: PM SVAMITVAPortal
- Go to svamitva.nic.in.
- Click “Property Card Download” or the state-specific portal link.
- Select your state and enter your details.
Physical copies of the card are also distributed through the Gram Panchayat in a formal ceremony in many villages.

Svamitva and Bank Loans: How to Use the Card
Banks and cooperatives including SBI, Bank of Baroda, and regional rural banks have been instructed to accept Svamitva Property Cards as collateral for loans. To use your card for a loan:
- Approach your nearest bank branch with your Property Card, Aadhaar, PAN, and bank account details.
- Apply for a Home Improvement Loan or General Credit under Pradhan Mantri SVANidhi or state-level credit schemes.
- The loan amount offered depends on the bank’s assessment of the property value based on the card details.
Even without a formal loan, the card strengthens your position if you need to rent out the property or sell it, since boundaries are now officially documented.
Frequently Asked Questions
My village was surveyed but I did not receive an SMS. What should I do?
Visit your Gram Panchayat office and confirm that your mobile number is registered correctly in the Panchayat database. If the number was wrong or missing, update it and request the Gram Panchayat to resend the card link. You can also try downloading directly from the state revenue portal.
There is a boundary dispute with my neighbour. Will Svamitva help?
The ground verification stage before cards are issued is specifically designed to resolve boundary disputes. If a dispute was raised during verification and not resolved, a note is made in the records and it goes to the Gram Panchayat or revenue court for resolution. The card is not issued for disputed plots until the dispute is settled.
My family’s house was built on government land. Will Svamitva cover it?
Svamitva covers only private or community-held abadi land, not encroachments on government land. If the land you are on is classified as government land, the Property Card cannot be issued until the state government decides on regularisation of such land, which is handled separately through state policies.
