E-Shram Card 2026: Rs 2 Lakh Accident Cover for 28 Crore Unorganised Workers: How to Register, Benefits and What It Actually Does

The E-Shram portal has 28 crore registered unorganised workers as of 2026. Registration gives you a 12-digit Universal Account Number (UAN) printed on an E-Shram card, and immediate access to Rs 2 lakh accident insurance cover under PM Suraksha Bima Yojana (PMSBY) for the first year, free of charge.

If you work as a daily wage labourer, construction worker, domestic help, street vendor, agricultural labourer, beedi worker, or in any informal capacity, this card is for you.

What the E-Shram Card Gives You

Rs 2 lakh accident insurance (free, year 1): Enrolled workers get Rs 2 lakh accidental death and permanent disability cover under PMSBY for the first registration year at zero cost. After year 1, you renew PMSBY for Rs 20 per year to keep the cover active.

Universal Account Number (UAN): A unique identifier for you as an unorganised worker. This UAN will eventually be linked to government scheme benefits, making it a single identity for accessing welfare.

Priority for future schemes: The government uses the E-Shram database to identify and target beneficiaries for new welfare schemes. Workers registered here have first access to new central programmes for unorganised labour.

Portability: Your UAN stays with you even if you move to a different state or change jobs. You do not reregister.

Who Should Register

Anyone who:

  • Is between 16 and 59 years old
  • Works in the unorganised sector (not covered by EPFO or ESIC)
  • Is not an income tax payer
  • This covers: construction workers, migrant workers, domestic helpers, agricultural labourers, street vendors, fishermen, weavers, tailors, barbers, cobblers, beedi workers, auto-rickshaw drivers (own vehicle), and more.

    If you are already under EPFO (PF deducted from salary) or ESIC (medical card from employer), you are in the organised sector and cannot register on E-Shram.

    How to Register

    Online (self-registration): Go to eshram.gov.in

    Click “Register on E-Shram.” Enter your Aadhaar and the OTP sent to your Aadhaar-linked mobile. Fill in your occupation, state, and bank account details. The card downloads immediately as a PDF.

    Offline through CSC: Visit any Common Service Centre with your Aadhaar. The operator does the registration for you. E-Shram registration at CSC is free, no charge should be collected.

    UMANG app: Search “E-Shram” in the UMANG app. Register using Aadhaar OTP.

    The PMSBY Link: How the Rs 2 Lakh Cover Works

    On registration, PMSBY is auto-enrolled for the first year. The government pays the Rs 20 premium for you in year 1.

    If you die in an accident or are permanently disabled (losing both eyes, both hands, or one eye and one hand), the nominee receives Rs 2 lakh.

    If you suffer partial disability (losing one eye or one limb), you receive Rs 1 lakh.

    Updating Your E-Shram Details

    Changed address? New mobile number? Changed occupation or moved states? Update your E-Shram profile at eshram.gov.in using your Aadhaar OTP.

    If your mobile number changed and you cannot receive OTP, visit a CSC for biometric-based update.

    Keep your bank account details current. If you close your old account and do not update E-Shram, any DBT benefits linked to your UAN will fail.

    E-Shram and Other Welfare Schemes

    The government has announced that E-Shram registration will be the gateway to future schemes for unorganised workers, including housing, pension, and healthcare benefits as the system matures.

    As of now, registered workers also get priority in:

    Pradhan Mantri Awas Yojana (PMAY) housing applications, showing your E-Shram UAN at the gram panchayat or ULB helps establish your low-income unorganised worker status.

    Atal Pension Yojana (APY), unorganised workers can join APY through their bank using their E-Shram UAN as supporting identity. We have an APY guide at indiansouls.in/atal-pension-yojana-2026/.
